In the European Union and North America, the first question is not what a 1550nm optical transmitter costs. It is whether the unit can legally be installed at all. Compliance is the gate, and it is passed before commercial terms are discussed — which is why a supplier who cannot produce a Declaration of Conformity, an EMC test report and a RoHS declaration on request is removed from the shortlist regardless of price.
This guide sets out what applies in each market, the documents you should receive, and the test conditions that make an optical or RF figure usable in a design.
1. The Compliance Gate Comes Before the Quotation
European and North American procurement in this category normally runs in four stages:
- Technical evaluation — can the device meet the network requirement?
- Compliance review — can it be placed on the market and installed legally?
- Documentation audit — are the supporting files complete and current?
- Commercial negotiation — only now does price matter.
A device that fails stage 2 or 3 does not reach stage 4. Plan for this sequence: prepare the compliance file before you send pricing, not after an enquiry arrives.
2. European Union — What Applies
- CE marking — the manufacturer's own declaration that applicable EU legislation is met. For cable network equipment, the EMC assessment is commonly referenced to EN 50083-2 (cable networks for television signals, sound signals and interactive services — EMC).
- RoHS 2 — Directive 2011/65/EU — restriction of hazardous substances in electrical and electronic equipment.
- WEEE — take-back and producer registration obligations in each member state where you place product.
- REACH — registration, evaluation and authorisation of chemicals; substance declarations are routinely requested by larger operators.
- Low-voltage / safety directive conformity as applicable to the power supply arrangement.
Our position: we hold CE marking and RoHS compliance, and can supply the Declaration of Conformity and RoHS report on request. Certificate numbers and issuing bodies: 待补充。
3. North America — What Applies
- FCC Part 15 — EMC. Class A for commercial/industrial environments, Class B for residential. Note that many cable operator installations are Class A, but retail or residential-adjacent deployments may require Class B.
- UL or ETL listing — frequently mandated by MSO (multiple system operator) procurement policy and by local electrical inspection authorities.
- SCTE reference standards — progressively requested as part of operator technical qualification packs for cable network equipment.
- California Proposition 65 — substance warning obligations for product sold into California; requires supplier substance information, not guesswork.
4. The Document Pack You Should Receive
Ask for these as a set, and treat a missing item as a red flag:
- [ ] Declaration of Conformity (DoC) — listing the directives covered and the standards applied
- [ ] EMC test report — issued by an accredited laboratory, naming the standard (e.g. EN 50083-2) and the class
- [ ] RoHS declaration / test report — referencing Directive 2011/65/EU
- [ ] Safety / LVD test report for the power supply arrangement
- [ ] REACH substance declaration on request
- [ ] SCTE / operator qualification questionnaire responses where the buyer is a tier-1 MSO
- [ ] Prop 65 statement for California-bound product
5. Performance Figures Only Count With Their Test Conditions
Compliance gets you onto the shortlist; test conditions keep you there. A CNR figure quoted without its conditions cannot be placed into a network design:
CNR ≥ __ dB @ __ channels, __% OMI, __ dBm received optical power, __ km link, EDFA in path: yes/no EDFA: __ dBm per port, __ ports, input power __ dBm, gain __ dB, noise figure __ dB
Insist on figures stated at your channel loading, your optical modulation index and your expected optical input power. Where the network is being upgraded for DOCSIS 3.1 / 4.0, confirm distortion figures are quoted at 1.2 GHz (i.e. across a 47–1218 MHz, or extended, passband), not at a lower reference frequency.
6. Architecture Terms You Will Be Asked to Map To
EU and North American technical evaluations are architecture-driven. Expect the questionnaire to reference:
- FTTH migration and coexistence with GPON / XGS-PON wavelength plans
- 1550 nm RF video overlay alongside 1490 nm downstream and 1310 nm upstream
- RFoG (RF over Glass) where RF return must be added to an existing PON
- 1.2 GHz HFC upgrades and return-path segmentation
- MDU and hospitality deployments, where AGC behaviour across a wide optical input window matters more than headline output
- AGC vs MGC selection, and the stability figure across the AGC window
A supplier who cannot map their product to these terms will struggle in the technical evaluation stage, whatever the datasheet says.
7. Warranty, Spares and RMA — the Cost With the Longest Delay
For operator procurement, warranty terms are part of the technical package, not an afterthought. Confirm in writing:
- Warranty duration and what it covers (unit, optical module, power supply)
- Advance-replacement or repair-and-return, and the modelled turnaround time
- Spare-part availability commitment over the expected service life
- Whether regional spares stocking is offered, and at whose cost
- Failure-rate evidence available on request — ask what the supplier's field return rate actually is, and over what period
8. Price Comes Last — and Only After the Table Is Filled
Once compliance, documentation and warranty are comparable, price becomes a fair comparison. Until then, a lower price is simply a different specification. Use this table before negotiating:
| Item | Supplier A | Supplier B |
|---|---|---|
| CE DoC and standards listed | ||
| EMC test report (standard + class) | ||
| RoHS 2 / WEEE / REACH documentation | ||
| FCC Part 15 class declared | ||
| UL or ETL listing reference | ||
| SCTE / MSO questionnaire responses | ||
| Output power + SBS threshold at stated linewidth | ||
| CNR / CSO / CTB with test conditions | ||
| AGC window and output stability | ||
| Warranty term, spares and RMA turnaround | ||
| Lead time with a dated schedule |
Any blank row is a cost you will meet later.
Request a Compliance and Specification Review
Send us your wavelength plan, spectrum plan and the compliance package your procurement requires. We will return a configuration with the applicable standards mapped, the documents we can supply listed explicitly, and — where we cannot supply a document — saying so.
